Statement on the declaration of the Ukrainian military intelligence service (HUR)
No connection between the 2026 International Munich Peace Conference and Russian intelligence services
The organizers of the 24th International Munich Peace Conference (13-15 February 2026) firmly reject the allegations spread by Ukrainian military intelligence (HUR) that the peace conference and the anti-Siko demo (protest and human chain “Let’s stop the arms madness” on 14 February in Munich) are instrumentalized by Russian intelligence services.
The International Munich Peace Conference has been an independent civil society forum for over two decades. It is supported by established organizations of the German peace movement and is based on the free and democratic basic order of the Federal Republic of Germany.
Clear distancing from the Russian war of aggression against Ukraine in violation of international law
We expressly and unequivocally distance ourselves from Russia’s attack on Ukraine, which violates international law. War is not a means of politics – neither Russian nor Ukrainian nor NATO politics. Our stance is consistent:
No to war. No to aggression. No to militarization.
The allegation that the conference or the anti-Siko demonstration were organized or influenced by Russian secret services has no factual basis. We have no evidence that would justify such an allegation. If reliable evidence exists, we expect it to be disclosed transparently to the public and the responsible German authorities.
The peace movement is not an organization, but a social spectrum of initiatives and individuals who are committed to non-violent conflict resolution, international law, disarmament and diplomatic channels. To place them under general suspicion endangers democratic discourse.
Especially in times of war, it is essential to distinguish between legitimate criticism of military escalation and actual disinformation. Anyone who fundamentally defames pacifism as hostile is narrowing the democratic space.
We stand for transparency, dialog and the rule of law.
If there are concrete indications of foreign intelligence services exerting influence, we will of course support any constitutional review by the competent authorities.
